The town is built around a wooden keep, the most recent in a long line of keeps used to defend the Kingdoms of Sothis western border. Both the keep and the township are under the authority of the Lord of Arbourest.

Arbourest is located in Lochland High, the northernmost region of Montega. Centuries ago Lochland High was part of the great Sylvan Dominion, the forested home of elves and men. After the fall of the Sylvan Dominion in 101 LA, the Court of the Waking Wood still held rites over the land, but the humans considered themselves free of Elven rule.

When the Baridorian Proclaimers of the Faith came to Montega, they discovered that Sothis had been there, saved the people from Drya, and established the Faith among them in the form of the Followers. These were "the flock on the distant hill" which she had referred to before leaving the Marianite pilgrims.

In 138 SA, when Montega was established as a nation, a keep stood on Arbourest's current location and was used by the Ashani—griffon riders—elite warriors and protectors of Lochland High. When the newly established nation sought to fortify this and neighboring keeps, the Ashani were willing, but had one condition: any lord set over the western portion of Lochland High could be appointed by the King of Owls, but the Elven Courts of the Waking Wood could deny this appointment. In the over three-hundred years since this rite has never been invoked.

The current keep was built thirty years ago on the ruins of its predecessor, which was burned down by the witch known as the Consort after killing the last of the Ashani, including Queen (Arcus' mom). The village was saved by the intervention of the Emerald Court.
